KYC in Oman: Omani ID verification and the CBO / Mala'a eKYC framework

1 August 2026 2 min readSmart Solutions Team

In Oman, KYC and AML obligations stem from Royal Decree No. 30/2016 (combating money laundering and terrorism financing). The Central Bank of Oman (CBO) supports digital onboarding through a national eKYC framework known as Mala'a, and businesses typically verify the Omani National ID Card and the Residence Card for expatriates. This is general information, not legal advice — confirm your obligations with the relevant Omani regulator.

The regulatory basis

Royal Decree No. 30/2016 requires businesses — particularly financial institutions — to apply KYC/AML controls: identify and verify customers, monitor the relationship, and report suspicious activity. The CBO oversees these obligations for the banking and financial sector.

Mala'a and national eKYC

The Central Bank of Oman introduced electronic KYC through a national digital onboarding registry with Mala'a, letting financial institutions verify customer information electronically and at scale rather than through slow, paper-based onboarding. This is part of a broader move to a trusted digital-identity layer for the country.

Which documents are verified

  • Omani National ID Card — issued by the Royal Oman Police (under the Ministry of Interior) to citizens.
  • Oman Residence Card — issued by the Royal Oman Police; the mandatory ID for expatriates.

Both can be read and validated automatically with ID document OCR, which extracts the fields and checks the document is genuine.

How verification works end to end

  • Read the National ID or Residence Card with OCR and confirm authenticity.
  • Confirm a real, present person with liveness detection.
  • Bind the person to the document with 1:1 face matching.

See KYC vs KYB vs AML for how these steps sit inside a wider compliance programme, and the use cases for regulated onboarding.

Where KYC applies in Oman

Beyond banking, identity verification is required for SIM registration (mandated by the Telecommunications Regulatory Authority) and increasingly for government e-services — so reliable Omani ID verification is useful well beyond financial services. Smart Solutions operates from Sydney and Muscat, so this is home ground.
